1. Union Government imposes anti-dumping duty on sodium nitrate imports from China.


The Finance Ministry has imposed a five year anti-dumping duty on Sodium Nitrite imports from China.

Deepak Nitrite Ltd had filed the petition, which was also supported by Punjab Chemicals & Crop Protection Ltd, seeking sunset review investigations on Sodium Nitrite imports from China, sources said.There are two more producers of Sodium Nitrite in the country - National Fertilisers Ltd and Rashtriya Chemicals and Fertilisers Limited.

Based on the recommendations of the Designated Authority in the Commerce Ministry in its final findings of its third sunset review investigations, the revenue department has imposed definitive anti-dumping duty of $ 72.95 per tonne on Sodium Nitrite imports from China.

Sodium Nitrite is an oxidising and also a reducing agent. It is a white crystalline powder mostly used in the pharmaceutical and dye industries, lubricants, lubricants, construction chemicals, rubber blowing agent, meat processing, and textiles.

A new reserve bank for low enriched uranium (LEU) designed to discourage new countries from enriching the nuclear fuel was inaugurated in eastern Kazakhstan on August 29 -- the UN International Day Against Nuclear Tests.

President Nursultan Nazarbaev handed the director general of the International Atomic Energy Agency (IAEA), Yukiya Amano, a symbolical key to the facility at a ceremony in Kazakhstan’s capital, Astana.

"By hosting the IAEA LEU bank, Kazakhstan has made another contribution to strengthening the global non-proliferation regime," Nazarbaev said.

Amano expressed confidence that the $150-million bank will make “a valuable contribution to international efforts to ensure the availability of fuel for nuclear power plants."

In a statement, the UN nuclear watchdog said that bank will be established once the LEU, the material needed to make nuclear fuel, has been purchased and delivered to the storage facility located in Oskemen, the capital of the Eastern Kazakhstan region.

The bank will hold up to 90 tons of LEU, enough to produce the fuel needed to power a large city for up to three years.

The U.S.-based Nuclear Threat Initiative (NTI), which has contributed to the project, described the bank in a statement as "the first of its kind not to be under control of any individual country."

Russia has operated a similar bank since 2010, but the one in eastern Kazakhstan will be the first one to be fully owned and operated by the IAEA. Kazakhstan will be responsible for its security, according to Kazakh officials.

The LEU bank will "provide countries investing in nuclear power and assured supply of fuel to use for peaceful purposes without incurring the significant costs of building their own enrichment facilities and without adding to global proliferation risks," NTI said.

The bank was developed amid concerns that the proliferation of nuclear weapons would grow significantly if the dozens of countries that are interested in pursuing nuclear energy also pursued their own enrichment capabilities. The same enrichment technology that produces fuel for a nuclear reactor can also produce the material for a nuclear bomb.

"The launching of the IAEA LEU Bank is a major milestone for global nuclear security and nonproliferation efforts," said former U.S. Senator Sam Nunn and NTI co-chairman."The Bank will play an important role in reducing nuclear dangers and serve as a vivid example of the benefits of international cooperation at a time when our world is in a race between cooperation and catastrophe."

The NTI proposed setting up the LEU bank in 2006, and the Kazakh government and IAEA reached agreement on the project in August 2015.

U.S. investor Warren Buffett funded one-third of the bank with a $50-million investment. An additional $100 million was provided by donors including the governments of the United States, Norway, the United Arab Emirates, European Union countries, Kazakhstan, and Kuwait.

The Fourth Session of the India-Tanzania Joint Trade Committee meeting was held in New Delhi, on 29th September, 2017. The Indian delegation was led by Honble Minister for State for Commerce and Industry (Independent Charge) Ms. Nirmala Sitharaman. The Tanzanian delegation was led by the Honble, Minister for Industry, Trade and Investment Mr. Charles John Mwijage.

The Honble Minister of State(C&I) Ms Nirmala Sitharaman in her opening remarks highlighted that India and Tanzania enjoy close and cordial relations and underscored the unwavering bonds of friendship and solidarity, underpinned by a shared history of struggle against colonialism and the growing strategic partnership, multifaceted co-operation and vibrant people to people contact existing between the two countries.

During the meeting Honble Prime Ministers state visit to Tanzania on 9-10 July 2016 was recalled. During the visit, discussions were held on all aspects of bilateral cooperation.

It was mentioned that Tanzania is one of the most important countries in Africa in so far as Indias bilateral co-operation in various sectors is concerned. With an investment of US $ 2.2 billion, Tanzania is among the top 5 investment destinations for India. The Indian side conveyed to the Tanzanian side that the potential areas for Tanzania in India include Light oils and petroleum or bituminous minerals, motor cars and vehicles, medicaments etc Similarly, Metals and Minerals, dried cashew nuts in shells from Tanzania are required in India.

The Tanzanian side encouraged co-operation in the field of Fisheries, Industrial Development including Industrial Research and Development and SMEs Development, Information, Communication and Technology, Labour and Employment, Information, Culture, Arts and Sports.

The Indian Duty Free Tariff Preference Scheme of which Tanzania is a beneficiary has boosted considerably Tanzanian export to India in recent years. India and Tanzania agreed to enhance sectoral co-operation based on respective needs and comparative advantage for mutual benefit.

In the sectoral co-operation Gems and Jewellery, energy (Hydro/Thermal/Gas/Diesel/solar power plants), Oil and Natural Gas, Mining, Transport, Agriculture, Water Supply Projects, Human Resource Development, Capacity Building and trade promotion were discussed.

A liberal visa regime facilitates trade and investments. Visa on arrival is available in Tanzania though only for a three-month period. During the discussions, it was mentioned that long-term (at least one year visas) for reputed business companies with multi-entry facility will be helpful to promote investments and business collaboration between the two countries.

The discussion concluded in a warm and cordial atmosphere reflecting the friendly relations between the two countries. The meeting concluded with the signing of the mutually agreed document.
 
4. 10th India-European Union Counter Terrorism Dialogue.
 
 
The 10th India-European Union Counter Terrorism Dialogue was held at New Delhi today. The Indian delegation was led by Shri Mahaveer Singhvi, Joint Secretary for Counter Terrorism at the Ministry of External Affairs of India, while the European Union’s delegation was led by Mr. Pawel Herczynski, Director for Security Policy, European External Action Service.

During the Dialogue, both sides strongly condemned terrorism in all its forms and manifestations and underscored the need for deepening cooperation to combat terrorism in a long term, sustained and comprehensive manner. They exchanged views and assessments on prevailing terrorist threats in their respective regions including state-sponsored, cross-border terrorism in the Af-Pak region. Discussions were also held regarding the current challenges posed by various terrorist entities, radicalisation and violent extremism, Foreign Terrorist Fighters and combating financing of terrorism. 

Both sides agreed to strengthen institutional linkages between Indian agencies and their European Union counterparts including Europol for closer interaction and cooperation in the field of counter-terrorism. They also agreed to identify relevant training programmes for capacity building of individuals on both sides working in the sphere of countering terrorism and violent extremism. Prospects for deepening counter-terrorism cooperation under the UN and FATF were also emphasised. 

The next India-European Union Counter Terrorism Dialogue will take place in Brussels in 2018 on a mutually convenient date.
