1.In the reference read above, the Director of Adult Education, Telangana, Hyderabad has informed that the Government of India introduced a new scheme in the name of "Padhna Likhna Abhiyan" is a Centrally Sponsored Scheme of Adult Education, Department of School Education and Literacy, Ministry of Human Resource Development, Government of India, New Delhi. The scheme was sanctioned to the State of Telangana for implementation in the three aspirational districts, viz., 1) Khammam, 2) Komarambheem Asifabad and 3)Jaishanker Bhupalapally. The funding pattern between Central Government and State Government is @ 60:40. As per the guidelines of Government of India, the Grants-in aid of Central Share will be released to the State Government for further release to the respective State Literacy Mission Authority along with the corresponding State Share. The State Literacy Mission Authority will open its Bank Account, preferably in Nationalized Bank. State Literacy Mission Authority (SLMA) will transfer the funds to District Literacy Mission Authorities (DLMA) for District level activities in the bank account of DLMA. All funds flow from SLMA to DLMA will be through electronic transfer.
2.The Director of Adult Education, Telangana, Hyderabad has proposed certain procedure for effective maintenance of funds, Drawal of funds and maintenance of Accounts and requested the Government to issue necessary orders in the matter.
3.Government after careful examination of the proposal of the Director of Adult Education, Telangana, Hyderabad, hereby accord permission to the State Literacy Mission Authority to follow the procedure for effective maintenance of funds, Drawal of funds and maintenance of Accounts for drawing funds and nominating cheque drawing officers for implementation of "Padhna Likhna Abhiyan" in (03) Aspirational districts of the State as indicated below:-
