Delhi Class 9 Exam Rules 2026 Revised: Vocational Education, Third Language Now Compulsory

The Delhi government has introduced a revised academic, examination and promotion framework for Class 9 students from the 2026–27 academic session. Under the new system, Vocational Education (Kaushal Vikas) and a third language have been incorporated into the Class 9 curriculum, while the assessment structure for Mathematics and Science has also been changed. The reforms are aimed at making secondary education more skill-oriented, competency-based and aligned with the National Education Policy (NEP) 2020 and the National Curriculum Framework for School Education (NCF-SE) 2023.

The revised framework provides six main subjects for determining promotion from Class 9 to Class 10: Language-1, Language-2, Mathematics, Science, Social Science and Vocational Education (Kaushal Vikas). Students will also study a third language, which will be assessed at the school level.

A subsequent clarification has also modified an important provision related to the third language. The Delhi government withdrew the earlier condition that students who failed the third-language assessment would be ineligible to appear for the Class 10 board examination. The CBSE guidelines for the third language will now prevail.

Six Main Subjects for Class 9 Promotion

Language-1

Language-1 will remain one of the core academic subjects under the revised Class 9 structure.

Language-2

Students will continue to study a second language as part of the compulsory academic framework.

Mathematics

Mathematics remains one of the six subjects used for determining academic progression. However, the earlier Basic and Standard Mathematics distinction at Class 9 level has been discontinued. The revised framework provides an advanced-level assessment option.

Important Change in Third Language Rule

Earlier Provision

The initial Delhi framework stated that students who did not qualify in the third-language assessment could still be promoted to Class 10 if they satisfied the other promotion requirements. However, it had also stated that they would have to clear the third language while studying in Class 10 to become eligible to appear for the Class 10 board examination.

Latest Clarification

The Delhi government has subsequently withdrawn this Class 10 board eligibility provision.

The latest clarification states that the CBSE guidelines relating to R3 will prevail. Under the CBSE framework, the third language is assessed through school-based internal evaluation, and its marks may appear on the final certificate but do not determine a student’s eligibility to appear for the Class 10 board examination.

This clarification is important for students and parents because earlier reports about the new Class 9 rules may contain the withdrawn provision.
